The present invention relates to a system and a method for virtual power generation to provide a frequency adjustment service in order to construct an economic frequency adjustment system compared to a BESS system performing a frequency adjustment alone. The system for virtual power generation to provide a frequency adjustment service according to the present invention comprises: an emergency power generation device installed on a customer side to start an emergency generator according to an operation schedule to link the emergency generator to a power system in order to supply power required to adjust a frequency; and a virtual generation device to discharge electricity from an energy storage unit in a charged state in a high priority, and establish the operation schedule of the emergency power generation device to switch to the power of the emergency generator in order to maintain an output value corresponding to a frequency adjustment command at a prescribed level.
