1. Polyethyleneimine grafted with polyethylene glycol and polyhydroxyphenylalanine (PEI-graft- (PEG; PDOPA)), including polyethylene glycol, polyethyleneimine and polyhydroxyphenylalanine, in which the polyhydroxyphenylalanine is a condensation polymer of 3,4-dihydrodox. PEI-graft- (PEG; PDOPA) according to claim 1, wherein the grafted polyethylene glycol is a polyethylene glycol having a number average molecular weight of 300 to 50,000 and a hydroxyl group or carboxyl group at one end. PEI-graft- (PEG; PDOPA) according to claim 2, wherein at one end of the polyethylene glycol is a hydroxyl group or carboxyl group and at the other end is a methoxy group. PEI-graft- (PEG; PDOPA) according to claim 1, wherein the polyethyleneimine is a branched type polyethyleneimine having a number average molecular weight of from 100 to 10,100. PEI-graft- (PEG; PDOPA) according to claim 1, wherein the polyhydroxyphenylalanine is synthesized from N-carboxyanhydride DOPA. PEI-graft- (PEG; PDOPA) according to claim 5, in which DOPA is at least one substance selected from L-DOPA and D-DOPA. PEI-graft- (PEG; PDOPA) according to claim 5, wherein the polyhydroxyphenylalanine is selected from polyL-DOPA synthesized from N-carboxyanhydride L-DOPA, and polyD-DOPA synthesized from N-carboxyanhydride D-DOPA, and polyL, D -DOPA synthesized from N-carboxyanhydride L, D-DOPA. 8. PEI-graft- (PEG; PDOPA) according to claim 1, which comprises; a polyethylene glycol unit represented by structure A, a polyethyleneimine unit represented by structure B, a polyhydroxyphenylalanine compound represented by structure C: where a is from 2 to 1200, where A is branched polyethyleneimine and x is from 1 to 100, where d is from 1 to 100.9.
