Quick reselection of a higher priority cell instead of a current cell in wireless communication

A method and mechanism for operating terminals and enabling efficient re-selection of a second cell that corresponds to a second wireless standard, instead of a first cell that corresponds to a first wireless standard. The second standard may require a higher transmission rate for packet-switched data than the first standard. In the case of an existing booking at the first cell, the terminal performs measurements of the received power from the second cell. A re-selection timer is started when a sufficiently high reading is detected. In response to an access state transition to an inactive protocol state (such as UMTS-PCH), the EC stores the timer value. When data is available for transmission, an additional measurement is performed on the second cell, and the second cell reselection can be instantaneous if the additional measurement and the stored timer value satisfy one or more re-selection criteria.
