A method is provided of predicting whether a small cell base station in a group of neighbouring small cell base stations has a likelihood of being accessed first among the group by user terminals, the method comprising: monitoring the rate of location area updates that the small cell base station receives from user terminals entering the small cell provided by the small cell base station; determining whether the rate of location area updates exceeds a given threshold; and upon the rate of location area updates exceeding the given threshold the small cell base station being indicated as having a likelihood of being accessed first among the group by user terminals.
