PROBLEM TO BE SOLVED: To provide a highly safe transparent cosmetic which is excellent in antiseptic properties and to provide a production method of the transparent cosmetic.SOLUTION: The invention provides a transparent cosmetic having an aqueous phase, the cosmetic containing one or more poorly soluble preservatives selected from the group consisting of ethylhexyl glycerin, bisabolol, and Polly-ε-lysine, wherein a polyhydric alcohol and a surfactant are mixed, subsequently the poorly soluble preservative is added to obtain a mixture, which is added into the aqueous phase to solubilize the poorly soluble preservative; and a production method of the transparent cosmetic. The poorly soluble preservative is two or more kinds selected from the group consisting of ethylhexyl glycerin, bisabolol, and Polly-ε-lysine, and preferably, the compounding amount of the poorly soluble preservative in the transparent cosmetic is 0.1-1.0 mass%.SELECTED DRAWING: None
