PROBLEM TO BE SOLVED: To provide a motion vector encoding technology and a motion vector decoding technology capable of improving accuracy of motion vector derivation at a decoding side while improving compression efficiency of a motion vector at an encoding side.;SOLUTION: A peripheral block identification part 230 identifies a plurality of encoded peripheral blocks around an encoding object block. An encoding object block count acquisition part 210 acquires the number of motion vectors in the encoding object block. A peripheral block motion vector count acquisition part 220 acquires the numbers of motion vectors in the peripheral blocks.
