PROBLEM TO BE SOLVED: To provide a press pocket type carrier-tape base paper that can remarkably improve prevention effect of generating paper powder.;SOLUTION: A press pocket type carrier-tape base paper of the present invention includes a surface layer, an intermediate layer and a backing layer, and a moisture content is 5.5 mass% or more and 8.5 mass% or less. The intermediate layer contains softwood bleached kraft pulp of 30 mass% or more and 40 mass% or less as material pulp. The surface layer and the intermediate layer contain a wet strength agent of 0.2 mass% or more and 1 mass% or less. The surface layer and the intermediate layer contain a dry strength agent and a sizing agent. A mass ratio of the dry strength agent to the wet strength agent in the surface layer is 0.14 or more and 0.65 or less. A mass ratio of the dry strength agent to the wet strength agent in the intermediate layer is 0.32 or more and 1.02 or less. A mass ratio of the sizing agent to the wet strength agent in the surface layer is 0.07 or more and 0.25 or less.
