PROBLEM TO BE SOLVED: To provide a measuring apparatus capable of determining insufficient sleep before a user drives a vehicle.SOLUTION: A safe driving management system 1 has: a sleep data measuring apparatus 2; a server 4 with an insufficient sleep determination device; and a vehicle 3 with a user identification information input device. The insufficient sleep determination device comprises an insufficient sleep determination part which compares sleep data when sleep of a driver is sufficient with data acquired within fixed time including the same data as sleep data measured within the fixed time in the past from time when the driver boards for starting driving of the vehicle, and determines that the driver has insufficient sleep when difference between the sleep data and the data acquired within the fixed time is equal to or more than predetermined difference.SELECTED DRAWING: Figure 1
