PROBLEM TO BE SOLVED: To create a highly accurate physical distribution plan by taking account of a travel route of transportation means and interference and overlapping of facilities by transportation objects and the transportation means.;SOLUTION: A data read unit 102 acquires one or more preliminarily-created TP (TorPedo car) plans including identification information of facilities occupied by TPs, and a start time and an ending time of processing. An optimization preprocessing unit 103 creates a plurality of TP processing patterns formed by combining respective passage steps of respective TPs and processing times of the facilities for use in the steps and transit patterns sequentially representing processing including a wait for processing of each DL (DieSel locomotive) transportation means corresponding to the plurality of TP plans, and routes patterns including identification information of the facilities occupied by at least the DLs and processing times corresponding to the transit patterns. An optimization unit 104 associates the TPs and DLs on the basis of an optimal combination of the TP processing patterns, transit patterns and route patterns satisfying predetermined restriction conditions for the TP plans and predetermined restriction conditions for the DLs.;SELECTED DRAWING: Figure 2;COPYRIGHT: (C)2016,JPO&INPIT
