An optimization preprocessing unit 103 creates a plurality of TP processing patterns formed by combining respective passage steps of respective TPs and processing times of the facilities for use in the steps and transit patterns sequentially representing processing including a wait for processing of each DL (DieSel locomotive) transportation means corresponding to the plurality of TP plans, and routes patterns including identification information of the facilities occupied by at least the DLs and processing times corresponding to the transit patterns.
