PROBLEM TO BE SOLVED: To provide a brilliant substrate in which impregnation property of a melamine resin can be improved as well as brightness can be improved, a brilliant decorative paper, and a production method of a brilliant substrate.;SOLUTION: A brilliant substrate 10 is a substrate to be subjected to the formation of a melamine resin layer on top and back surfaces thereof, and includes a paper substrate 11 and an ink layer 12 formed from a brilliant ink comprising a brilliant pigment and a binder resin on one surface of the substrate 11. The ink layer 12 has a weight per unit area of 2 g/m² or less after the brilliant ink is dried.
