PROBLEM TO BE SOLVED: To contribute to the actualization of power saving with maintained network performance.;SOLUTION: A node control device connected to one, two or more nodes includes: a traffic information management unit which acquires traffic information from a node; a transfer destination determination unit which, based on the traffic information acquired by the traffic information management unit, determines at least either a buffer block of a node associated with the traffic information or a fiber delay line of the node, as a packet transfer destination of a flow associated with the traffic information; and a power control unit which controls power on the basis of each buffer block of the node associated with the traffic information.;SELECTED DRAWING: Figure 1;COPYRIGHT: (C)2017,JPO&INPIT
