PROBLEM TO BE SOLVED: To provide a device for assisting the creation of a program for a PLC and a method for assisting the creation of a program for a PLC with which it is possible to create, for a PLC having duplexed CPUs, separate execution files for operating each of the CPUs, to more reliably prevent the emergency stoppage of the PLC due to a converter software fault, and to more reduce the storage capacity needed for program maintenance.;SOLUTION: First and second intermediate codes are generated from an original program. A reverse conversion program is generated from the first intermediate code. Reconversion first and reconversion second intermediate codes are generated from the reverse conversion program. When the first (second) intermediate code and the reconversion first (second) intermediate code compare to be equal, a first execution file is generated from the reconversion first intermediate code, and a second execution file is generated from the reconversion second intermediate code.
