PROBLEM TO BE SOLVED: To reflect data on vehicle inside in the evaluation of a second-hand vehicle and appropriately evaluate the second-hand car.SOLUTION: When acquiring a visual confirmation result for an exterior/interior of a target vehicle from a communication terminal 3 by an inspector's visually confirming the exterior and the interior of the target vehicle, a server 2 stores the exterior/interior visual confirmation result so as to correspond to vehicle information. The server 2 connects a data communication line to an on-vehicle device 19, performs electronic diagnosis on data relating to vehicle inside from the on-vehicle device 19, and stores an electronic diagnosis result so as to correspond to the vehicle information upon acquiring the electronic diagnosis result. The server 2 appraises and evaluates the target vehicle. The electronic diagnosis result of the data relating to the vehicle inside that cannot be visually recognized by the inspector can also be reflected in the appraisal and evaluation of a second-hand vehicle.
