PROBLEM TO BE SOLVED: To present more suitable information that can be utilized for examining a preliminary power outage countermeasure.SOLUTION: The present invention includes: means for acquiring the measured value of the physical element of an input power source, and generating, on the basis of the measured value, power outage history time-series data that includes a recorded value for making it possible to detect that a power outage has occurred; a plurality of information for a prescribed period in the power outage history time-series data that includes a recorded value corresponding to each period time in the prescribed period; and means for outputting prediction information indicating the time of day at which a power outage starts, on the basis of a synthesized value in which those recorded values corresponding to the same period time in period time-series data.
