PROBLEM TO BE SOLVED: To support formation and expansion of local traffic users' community.SOLUTION: A local traffic community formation server acquires from users and external systems user information on the users and hysteresis of vehicles used for local traffic within a community. User information on community members and user information on other users are compared, users with a high level of compatibility with the members are determined to be latent users, and the number of those latent users is calculated. Then, the local traffic community formation server assigns a prescribed point to each member according to the calculated number of latent users, and when the points assigned to any member reaches a prescribed number, selects that user as a core member.SELECTED DRAWING: Figure 1
