PROBLEM TO BE SOLVED: To solve such a problem that since the system parameters of a base station are changed evenly, regardless of the features or differences of an application caused by a portable terminal in the base station, and policy control depending on the contract form of a subscriber is performed evenly regardless of the features of a wireless area on the core network side, it is impossible to control while taking account of the application characteristics or wireless area characteristics.;SOLUTION: Enhancement of Quality of experience is achieved for the portable terminal of a subscriber, by instructing base station control depending on the application information in a traffic management server, and instructing control of a traffic for a specific application of a specific user, on the core network side, in conjunction with the information about a wireless area calculated from a base station management server.;SELECTED DRAWING: Figure 1;COPYRIGHT: (C)2016,JPO&INPIT
