PROBLEM TO BE SOLVED: To appropriately detect poor connection between a vehicle communication device and an external device.SOLUTION: When a vehicle communication device 1 is started in a wide area communication non-contract state, contract processing is automatically started to enable the actuation of a reset guard function, but the actuation of the reset guard function is prohibited before factory shipment. The vehicle communication device 1 is started in a wide area communication non-contract state in some processes during a period (the period before factory shipment) for manufacturing a vehicle with the vehicle communication device 1 incorporated therein. A fail-safe function is actuated when the unestablishment of USB connection to a navigation device 8 is detected by prohibiting the actuation of the reset guard function.SELECTED DRAWING: Figure 1
