PROBLEM TO BE SOLVED: To provide such information as to contribute to comfort improvement of the life of a user.SOLUTION: A proposal provision system comprises a storage device 52, a server device 51 capable of performing write in and read from the storage device 52, and a weather observation device 30 transmitting measurement weather data and a time of the measurement. A predetermined condition and a predetermined proposal are correspondingly stored in the storage device 52. The server device 51 includes: a data logger 61 which correspondingly stores the measurement weather data and the measurement time in the storage device 52 to construct a weather database 91a in the storage device 52; an analyzer 66A which determines whether the measurement weather data in the weather database 91a meet the predetermined condition and reads the predetermined proposal in the case where the measurement weather data in the weather database 91a meet the predetermined condition; and a server 69A which transmits the predetermined proposal read by the analyzer 66A to a terminal device 70.
