PROBLEM TO BE SOLVED: To reduce time and labor required for the creation work of a test scenario, and to easily create even a test scenario using unregistered test data.SOLUTION: The automatic test scenario creation device includes: a scenario/setting data storage part 40; a setting list storage part 50; a scenario file creation part 20 for creating a scenario file on the basis of a test sequence; and a scenario/setting file creation part 30 for, when a scenario/setting file which becomes the same as the scenario file is registered in a scenario/setting data storage part 40, extracting and outputting the scenario/setting file, and for, when the scenario/setting file is not registered, creating a setting list file corresponding to a condition from a setting list registered in the setting list storage part 50, and for outputting the scenario/setting file in which a test parameter is not set as well as the setting list file.
