PROBLEM TO BE SOLVED: To provide a worker management device, a worker management method and a worker management program capable of efficiently managing a worker of a solar light electric conversion facility.SOLUTION: A worker expansion part 102 expands a license which is planned to be gotten for each worker for each year, based on worker information stored in a worker information storage part 110 and rearing information stored in a rearing information storage part 120, then, expands a schedule of dispatch for each worker for each year based on the worker information stored in the worker information storage part 110 and dispatch information stored in a dispatch information storage part 130. An electric power plant expansion part 103 expands a needed license of each worker for each electric power plant for each year, based on electric power plant information stored in an electric power plant information storage part 150. A worker excess and deficiency calculation part 104 calculates excess and deficiency of workers for each license for each year, based on the license which is planned to be gotten for each worker for each year, and the schedule of dispatch, both of which have been expanded, and the needed license for worker for each electric power plant for each year.SELECTED DRAWING: Figure 1
