PROBLEM TO BE SOLVED: To provide a worker management apparatus and the like for assigning a worker to a work process to increase productivity.SOLUTION: The worker management apparatus acquires work efficiency data for each work process with respect to each worker, calculates work efficiency statistics of unassigned workers in a work process to which a necessary number of workers are not assigned (S3), calculates an allocation priority index for each work process to which a necessary number of workers are not allocated from statistics (S4), and decides to allocate unassigned workers to the work process having the highest allocation priority index (S6).SELECTED DRAWING: Figure 6
