PROBLEM TO BE SOLVED: To provide a coarse surface finishing implement capable of forming a groove having a uniform cross-sectional shape.;SOLUTION: In a coarse surface finishing implement 10 used for performing coarse surface finishing of a pavement surface, a number of hair materials 12 each having a cross-sectional shape including at least one apex are implanted at least in a line so that all apexes are directed in the same direction.
