PROBLEM TO BE SOLVED: To provide a dynamic crosslinking type non-halogen flame retardant thermoplastic elastomer composition and a manufacturing method therefor, enabling both of high crosslinking degree and good extrusion appearance by general purpose devices and using silane crosslink having high heat resistance and oil resistance, and a wire and a cable using the elastomer composition.SOLUTION: A wire 10, as an insulator coated on a circumference of a conductor 1, contains (A) rubber or a polyolefin resin to which a silane compound is graft copolymerized of 40 to 80 pts.mass, (B) a crystalline polyolefin resin of 60 to 20 pts.mass, (C) metal hydroxide of 40 to 250 pts.mass based on 100 pts.mass of the total of (A) and (B), and a guanidine derivative as a silanol condensation catalyst of 0.01 to 5 pts.mass based on 100 pts.mass of the total of (A) and (B) and the (A) uses a silane crosslinked non-halogen flame retardant thermoplastic elastomer composition by a dynamic crosslink.SELECTED DRAWING: Figure 1
