PROBLEM TO BE SOLVED: To efficiently operate a test in the case of performing overall function confirmation or the function confirmation test of a control rod site moving device of single body in a control rod operation monitoring system for performing the insertion/extraction operation of a control rod in a reactor and monitoring thereof.SOLUTION: A control rod site moving device 20 in a control rod operation monitoring system 50 is configured of: a control rod driving control part 21; and a plurality of control rod individual control parts 22, and a soft simulator 23b for calculating a change in position of a control rod 3 corresponding to a control rod driving command to be input via the control rod driving control part 21 to the control rod individual control part 22 is preliminarily incorporated in each of all the control rod individual control parts 22. The soft simulator 23b is validated by a soft simulator validation signal 27 in testing, and a simulation control rod position signal 26 is calculated by an arithmetic operation, and output as a control rod position signal 24 so as to be used for the determination of the soundness of the control rod site moving device 20 or the soundness of the control rod operation monitoring system 50.
