The present invention relates to a process for producing methanol and ethanol from carbon dioxide and hydrogen. The process involves ruthenium compounds dispersed in a low melting point tetraorganophosphonium chloride or bromide salt, and optionally chlorine, under conditions effective to produce methanol and ethanol. Contacting with a catalyst system comprising a containing compound or a bromine-containing compound. The present invention also relates to a process for producing methanol and ethanol from carbon monoxide and water using the same catalyst system. [Selection] Figure 1
