PROBLEM TO BE SOLVED: To prevent welding of a component to a skid, occurrence of a phenomenon of melting of the skid, and occurrence of dropping and tilting of the component after the components are processed taking a position of the skid into account, when the components are arranged.;SOLUTION: A blank layout data generation device generates blank layout data for performing cutting processing on a workpiece W supported by a plurality of support projections. The blank layout data generation device comprises blank layout data generation means 25 which arranges a shape of a product on a shape of the workpiece, and generates the blank layout data.
