PROBLEM TO BE SOLVED: To highly accurately measure ground resistance of a measured ground electrode, while using a voltage-dividing resistor in a voltmeter.;SOLUTION: A process part 8 is configured to: execute a combined resistance calculation process; calculate each of combined resistance values Re+Rp, Re+Rc and Rp+Rc of between a ground electrode E and a first auxiliary ground electrode P, between the ground electrode E and a second auxiliary ground electrode C and between the first auxiliary ground electrode P and the second auxiliary ground electrode C; execute an auxiliary ground electrode ground resistance calculation process; calculate a ground resistance value Rp of the first auxiliary ground electrode P on the basis of each of combined resistance values Re+Rp, Re+Rc and Rp+Rc; execute a first-order ground resistance calculation process; calculate a provisional ground resistance value of the ground electrode E; execute a second-order ground resistance calculation process; and correct the provisional resistance value by a correction coefficient β to be defined by the ground resistance value Rp of the first auxiliary ground resistance electrode P calculated by auxiliary ground electrode ground resistance calculation process, and resistance values Rh and RL of the voltage-dividing resistor 11, and calculate a final ground resistance value Re of the ground electrode E.;COPYRIGHT: (C)2014,JPO&INPIT
