PROBLEM TO BE SOLVED: To provide a filter structure that can enlarge the filter area, along with a rainwater permeating basin that allows the height position of the filter structure on a permeating pipe to be adjusted and can reduce the amount of rainwater pooled at the bottom of the rainwater basin, and a rainwater permeating structure that can remove harmful substances in the rainwater.SOLUTION: A filter structure has a lower frame body of a hat shape of which an outer diameter equals an outer diameter of a collar part of an upper frame body, while a width of a collar part of the lower frame body is larger than a width of the collar part of the upper frame body, and furthermore an intermediate frame body is inserted into the upper and lower frame bodies, or a filter storage unit is installed on the upper frame body. A rainwater passage part is formed on a side wall part of the frame bodies other than the lower frame body. A rainwater permeating basin and a rainwater permeating structure has zeolite filled in a permeating pipe.
