PROBLEM TO BE SOLVED: To control costs of equipment and operation on the recipient side and enlarge the list of recipients receiving main ash and the amount of reception, or reception volume in utilizing main ash produced in a refuse incinerator as e.g. a raw material for cement.;SOLUTION: A refuse incinerator 1 includes a cooling water tank 7 cooling main ash B with water, and the cooling water tank has a blowing apparatus which consists of a fan 15 and cooling piping 16 and blows, into the cooling water tank, exhaust gas G5 containing carbon dioxide discharged from the refuse incinerator. Carbonic acid is generated by carbon dioxide contained in the exhaust gas G5 and water in the cooling water tank, thereby preventing formation of slightly soluble Friedel salts. An acid, e.g. nitric, carbonic, sulfuric, nitrous, hydrochloric or acetic acid may be added to the cooling water tank.
