PROBLEM TO BE SOLVED: To shorten a temporal range of the prediction without installing a new observation facility.;SOLUTION: An aggregation device 1 acquires an earthquake occurrence history from earthquake history disclosure means 5₁ to 5_N, deletes an overlapping earthquake occurrence history from the acquired earthquake occurrence history, and generates an aggregation history by adding a dependency plate to it. An analyzer 2 receives registration requests from user terminals 4₁ to 4_M, generates a registration position history by extracting the aggregation history in which an occurrence position is adjacent to the registration position, generates a precursor pattern by extracting the relating aggregation history based on the dependency plate included in the registration position history, and sets a geographic range including all the occurrence positions included in the precursor pattern as an observation area.
