The non-particulate organic porous ion exchanger contains a continuous skeleton phase and a continuous pore phase, and a thickness of the continuous skeleton is 1 to 100 m, an average diameter of the continuous pore is 1 to 1000 m, a total pore volume is 0.5 to 50 ml/g, an ion exchange capacity is 1 to 6 mg equivalent/g per a weight in dry conditions, and an ion exchange group is distributed in the organic porous ion exchanger uniformly, and an amount of the platinum group metal carried is 0.004 to 20 wt.% in dry conditions.
