PROBLEM TO BE SOLVED: To provide a plug for seismic structure for improving damping performance in a low strain region, to provide a method for manufacturing a composition for the plug excellent in moldability, and to provide a method for manufacturing the plug for the seismic structure excellent in the damping performance in the low strain region.SOLUTION: The method for manufacturing the composition for the plug for the seismic structure includes an elastomer composition preparation process for preparing an elastomer composition including at least an elastomer component, and a kneading process for adding powder and a hard resin whose D hardness is 30 or higher than that of the elastomer composition to the elastomer composition and kneading it to obtain the composition for the plug, and a kneading temperature in the kneading process is made to be a temperature of the softening point or lower of the hard resin. In addition, the method for manufacturing the plug for the seismic structure includes a compression molding process for compression-molding the composition for the plug manufactured by using the manufacturing method in a metal mold.
