PROBLEM TO BE SOLVED: To prevent a wrong command that a user does not intend from being input to an operation target device.;SOLUTION: A decoding processing section 15 converts a speech recognition processing result of the input speech into a code in the word unit using code dictionary data and generates a code string that makes a plurality of codes continuous by that conversion, and only when a part or the whole of the code consecutive sequence contained in the code string matches a code consecutive sequence defined by the sequence code of sequence dictionary data, a conversion character analysis section 17 outputs a command corresponding to a sequence code of the consecutive sequence to an operation target device 700.;COPYRIGHT: (C)2014,JPO&INPIT
