PROBLEM TO BE SOLVED: To provide a yield-improving agent for paper manufacturing that includes an amphoteric polymer compound and can effectively improve the yield rate of a paper material, especially the yield rate of filler, by being added in a step of paper making from a paper material including a high amount of filler, and to provide a paper manufacturing method using the same.;SOLUTION: The yield-improving agent for paper manufacturing includes an amphoteric polymer compound obtained by polymerizing a mixture of monomers that essentially includes a cationic monomer in the presence of a polymer compound A that has an anionic group and has a weight average molecular weight Mw of a thousand to a million, in which the amount of the polymer compound A is 0.1 to 10 pts.mass to 100 pts.mass of the monomer mixture.
