PROBLEM TO BE SOLVED: To provide a vibration control device having excellent vibration control performance and being smaller in a height direction, and a railway car having such a vibration control device.;SOLUTION: A vibration control device 40 is constituted such that a dynamic vibration absorber having an annular elastic body 41 is mounted in a vibration control object with a center axis of the annular elastic body 41 substantially parallel to the vertical direction.
