PROBLEM TO BE SOLVED: To provide a ground evaluation device, system and program of simple structure for obtaining high precision evaluation results on ground displacement.SOLUTION: A ground evaluation system includes: accumulated data storage units (205a, 205b, 215a, 215b) that store fixation load values of a ground anchor installed on the ground, measured at a fixed standard interval, and the temperature values around the ground or at the ground anchor, which are measured at the same standard interval, each of the data in association with the measurement time; correlation calculation means (230) that calculates correlation values that indicate the degree of correlation between the temperature and the load values measured during an evaluation period, which is a prescribed period that is longer than the standard interval, starting at a prescribed starting time; and output means (235) that outputs the ground evaluation results prepared using the correlation values calculated by the correlation calculation means.
