PROBLEM TO BE SOLVED: To provide a moisturizing method with electrically charged particulate water for providing high moisturizing properties with respect to human skin, and also to provide an electrostatic atomizer.SOLUTION: Water is electrostatically atomized to generate the electrically charged particulate water containing one or more radicals as active species from among a hydroxy radical, a super oxide, a nitrogen monoxide radical, and an oxygen radical. The skin is exposed to the electrically charged particulate water whose particle size is 3-100 nm and which is negatively charged.
