PROBLEM TO BE SOLVED: To distribute service connection from a terminal to an adequate connection destination in a communication system for providing various kinds of services through a plurality of networks.;SOLUTION: A flow distribution system comprises a flow distribution profile management device and a flow distribution device in a communication network composed of a plurality of networks. The flow distribution profile management device comprises storage means for storing a service subscription profile for each user. The flow distribution device comprises: means for acquiring a service subscription profile of a user of a terminal from the flow distribution profile management device when the terminal performs network connection, and setting a distribution condition according to policies of a NW carrier and a service provider on the basis of the service subscription profile; distribution means for extracting connection service information from a service connection request by the terminal, and determining a connection destination of the terminal on the basis of the connection service information and the distribution condition; and connection processing means for performing connection to the connection destination.;COPYRIGHT: (C)2014,JPO&INPIT
