PROBLEM TO BE SOLVED: To provide a bill identification device, a bill identification method and a bill identification program capable of efficiently identifying the denomination, genuineness, and fitness at a high speed when identifying a bill.SOLUTION: A plurality of images of different properties related to a bill are acquired by a line sensor 11, a magnetic sensor 21, a thickness sensor 22 and a UV sensor 23, and a composite image generation part 31 generates a bill composite image by connecting the plurality of images. A denomination/genuineness identification part 32 compares the bill composite image with a registered composite image 41 registered beforehand in a storage part 40, and identifies the denomination and genuineness of an input bill.
