McEachin-Warnock Bill Would Create Device Voucher Program

Rep. Donald McEachin (D., Va.) and Sen. Raphael Warnock (D., Ga.) have introduced companion bills that would authorize the appropriation of $5 billion to fund an FCC-run voucher program to subsidize the purchase of desktop, laptop, or tablet computers by members of low-income households. The funding would be available through Sept. 30, 2026. Initially the vouchers would be worth $400, subject to triennial review and adjustment by the FCC to ensure the vouchers coverage the average cost of connected devices. Up to two members of a household could obtain a voucher under the program every four years, which would allow for multiple devices per households and periodic upgrading and replacement.
