PROBLEM TO BE SOLVED: To perform staging of web site content using open ID authentication at low cost.;SOLUTION: A relying party stores first content for staging environment and first content for commercial environment. An open ID provider stores second content for staging environment and second content for commercial environment. A flag for environment identification showing whether an environment is a staging environment or a commercial environment is shared by the relying party and the open ID provider. In the staging environment, the relying party transmits the first content for staging environment to a terminal, and the open ID provider transmits the second content for staging environment to the terminal.
