PROBLEM TO BE SOLVED: To support generation of a work plan of maintenance work.;SOLUTION: A number-of-failures evaluation section 120 calculates a number of failures of a long-term facility for which an operator has not yet been changed for each type of the facility and calculates a number of failures of a quasi-long-term facility for which the operator has been changed once for each type of the facility. A long-term facility failure rate evaluation section 130 calculates a failure-rate confidence interval of the long-term facility for each combination of the type of the facility and an attribute of the operator. A quasi-long-term facility failure rate evaluation section 140 calculates a failure-rate confidence interval of the quasi-long-term facility for each combination of the type of the facility and the attribute of the operator, and calculates a failure increase index of the failure-rate confidence interval of the quasi-long-term facility with respect to the failure-rate confidence interval of the long-term facility. The quasi-long-term facility failure rate evaluation section 140 associates the type of the facility, the attribute of the operator in charge, an attribute of a temporary operator and the failure increase index with one another and generates an operation quality table 290.
