PROBLEM TO BE SOLVED: To provide means for allocating identification information for securing the uniqueness of an object which can be successively divided in an arbitrary manner to confirm its propriety.SOLUTION: In a tree structure in which an undivided object defined as a root node and divided objects in each generation defined as leaf nodes are hierarchically expressed, a leaf node identification information issue part 2 which issues derivative ID with respect to each of divided objects (greenhouse effect gas emission rights or the like) equivalent to the leaf nodes issues the derivative ID constituted of the combination of initial ID issued with respect to the undivided object by a root node identification information issue part 1 with path information representing a path from the root node to the leaf nodes across the tree structure. Thus, the derivative ID constituted by using the initial ID capable of uniquely specifying the undivided object and the path information capable of uniquely specifying the individual leaf nodes on the tree structure can be set to information capable of uniquely specifying the divided objects as a whole.
