In the past several years, combined commercial and recreational fishing activities, coupled with declining quality and quantity of suitable habitat, have resulted in most major fisheries being stressed or overfished. This situation has lead to a large number of state, interstate and federal fishery management plans which contain complex sets of regulatory measures including bag limits, size limits, quotas, seasons, and gear restrictions, among others.
