PROBLEM TO BE SOLVED: To provide a method of manufacturing a member for steam turbine equipment capable of demonstrating oxidation resistance even in a high temperature environment, the member for steam turbine equipment, a governing valve, and a steam turbine.;SOLUTION: In a method of manufacturing a member for steam turbine equipment, first of all, a metal member consisting of a first metal material and having heat resistance and an electrode consisting of a second metal material different from the first metal material are retained with a gap therebetween. A voltage is applied to the metal member and the electrode to generate discharge in the gap, thereby forming a sedimentary layer that has the second metal material on a surface of the metal member and forming a diffusion layer in which the second metal material is diffused in the metal member.
