PROBLEM TO BE SOLVED: To provide a currency processor, a currency processing system and a currency processing method for making the currency processor pay only paper money in the case of collecting paper money or coins as proceeds, and for preventing the amount of collected paper money from becoming excessive by always setting a difference calculated by subtracting a balance from the total amount-in-hand of paper money and coins actually left in the body of the currency processor to a positive.SOLUTION: Storage parts 134, 234, and 334 for storing a balance are provided. Control parts 130, 230, and 330 are configured to control the payment part of a paper money change machine 200 to pay only paper money such that the total amount-in-hand of paper money and coins in storage parts 106 and 206 is set to the size of the total of the balance stored in the storage parts 134, 234, and 334 and a fraction amount which is smaller than the minimum unit amount of paper money.
