PROBLEM TO BE SOLVED: To cope with terminal devices having various shapes, and to enable electronic coupon such as coupons to issue immediately by guiding an arrangement position of a portable terminal.;SOLUTION: A value information issue system includes: a user terminal 1 which acquires a bar code C to which an electronic coupon is converted from a management server 2 through a telecommunication network 5 and has a display 13a for displaying the bar code C on the basis of the acquired electronic coupon; and a service provision terminal 3 which outputs the electronic coupon on the basis of the bar code C read by a code reader section 316. The service provision terminal 3 includes a guidance lighting 315 for guiding a position suitable for reading by lighting in a reading space 317 of predetermined volume capable of inserting the user terminal 1.
