PROBLEM TO BE SOLVED: To determine base point constitution capable of operating at low costs in a normal time, and for setting the stockout rate of final products to a proper value when any trouble occurs.SOLUTION: A base point constitution determination device includes: a storage part for storing base point information including base point designations and classification information, transportation information including inter-base point supply path information, cost information including costs of delivery or manufacturing of products and items and trouble occurrence probability information at each base point; and a stockout rate and cost evaluation part for generating a plurality of base point constitution combination while changing the distribution rate of supply paths included in the transportation information with the lowermost stream of the base point information as a start point, for tracing use destinations in accordance with the supply paths included in the transportation information with the item at the base point being the uppermost stream in the base point information as a start point about each of the generated base point constitution combination, for calculating the stockout rate of each item at each base point from the trouble occurrence probability information, and for calculating and accumulating the costs of each item at each base point from the cost information to calculate the stockout rate and costs of final products.
