The hydrophilic film formed on a surface of a metal material, treatment agent and treatment process of hydrophilisation hydrophilisation.The present invention relates to a film hidru00edfilico which is formed on the surface of a metal material, inhibits the growth of condensation water and provides resistance to mold and a treatment agent hydrophilisation is used for the formation of the hydrophilic film.The treatment agent hydrophilisation has one or more compounds selected from cerium compounds poorly soluble in water (a); and a hydrophilic film prepared on the basis of the treatment agent hydrophilisation.Preferably, the cerium compounds poorly soluble in water (a) is one or more compounds selected from cerium carbonate, cerium fluoride (III) (III), cerium (IV) fluoride and oxide (IV). Forming the hydrophilic film on the surface of a metal material, the growth of condensation water can be inhibited and the resistance to mould can be provided.
