This invention relates to a suspended type of hydraulic cylinder for convenient operations of main inlet and Penstock valves of hydro electric projects comprising a wire rope placed between the pistons (5) of the hydraulic cylinder (16) and the valve lever (2) of the valve (1), wherein the lever cum weight arm is pulled up by the hydraulic cylinder (6) through the wire rope to produce a higher constant torque by using a small bore hydraulic cylinder (6).
